An injury report form is not comparable to a tort claims notice.

The plaintiff slipped and fell on ice and filled out an injury report form addressed to Rutgers Department of Risk Management and Insurance. Rutgers’ motion to dismiss was granted for failure to file a tort claims notice under the Tort Claims Act since the plaintiff’s efforts to file such a notice were not “thwarted” by Rutgers and the injury report form is not comparable to a tort claims notice.
