The court dismissed the plaintiff’s Section 1983 failure-to-train claim against the New Jersey State Police Colonel Fuentes because the plaintiff could not point to any specific official policy, custom or decision that resulted in racial profiling or discrimination. The plaintiff, rather, relied on mere generalized allegations that there were complaints of racism over the years against the New Jersey State Police.
