The Plaintiff was the ex-boyfriend of the officer and claimed that he was unfairly targeted and stopped without reasonable suspicion or probable cause in violation of his Fourth and Fourteenth Amendment Rights. The Magistrate Judge initially granted only partial summary judgment, but the Judge , in response to Objections to the Magistrate's Report and Recommendations, granted summary judgment and dismissed the case.
