Betsey graduated from Bucknell University where she received her Bachelor of Arts degree in Political Science as well as a Bachelor of Arts in Spanish. She then attended Widener University School of Law in Wilmington, Delaware, graduating with pro bono distinction for completing more than 60 hours of pro bono service during her third year.

Upon graduation, Betsey was sworn in under Delaware Supreme Court Rule 55 and worked pro bono as an Assistant Attorney General in the Family Court Unit negotiating misdemeanor plea agreements and conducting trials, bail hearings, case reviews and sentencing hearing with respect to juveniles.

An active member of the Bucknell University alumni association, Betsey volunteers as an alumni admissions representative and as an alumna mentor for incoming first year students. She is also an active volunteer for her sorority, Chi Omega, previously serving as the president of the Philadelphia Area Alumnae Chapter and as an advisor to the local collegiate chapter.
